Is it possible to migrate existing site in pantheon to new pantheon site with free plan.

You can certainly migrate your existing site! However, adding a domain name to your site is a premium feature on Pantheon, so you’ll need to upgrade to a paid plan before pointing real-world traffic to your site. You can find our pricing here - https://pantheon.io/plans/pricing.
